Are you a strategic thinker with a passion for systems thinking, organisational intelligence and service improvement?

As our Lead Service Strategy & Insights Specialist (advertised as Lead Service Strategy & Insights) you will lead a specialist team responsible for strengthening the organisation’s strategic planning and management systems through systems thinking organisational intelligence, evidence-based analysis, and future focused insights.

This is an exciting opportunity to help bring the City’s current Council Plan to life while shaping the thinking that will inform the next. Working across the organisation, you will strengthen strategic service planning, management systems, and organisational intelligence to support better decisions, more sustainable services, and improved outcomes for the community.

You will lead the development of the organisation’s strategic service planning framework, management systems, organisational intelligence, and performance architecture. Partnering with leaders across the organisation, you will provide strategic analysis, service insights and evidence-based recommendations that strengthen organisational capability, support long term financial sustainability, and enable informed decision making.

The role also provides leadership in the application of emerging technologies, artificial intelligence, and contemporary analytical approaches to enhance organisational intelligence, performance measurement, and strategic planning outcomes.

About You

You are a strategic and influential leader with a passion for organisational improvement, systems thinking and evidence-based decision making. You can connect strategy, data and organisational intelligence to help leaders make better decisions and improve services for the community.

To be successful in this role, you will demonstrate:

  • Highly developed communication, stakeholder engagement and influencing skills, with demonstrated experience building organisational capability through strategic advice, coaching and collaborative partnerships
  • Proven experience developing and implementing strategic planning frameworks, governance arrangements and enterprise planning systems that support integrated organisational planning and decision making
  • Strong systems thinking capability, with the ability to analyse complex service environments, identify interdependencies and support long term service sustainability
  • Highly developed analytical skills, with the ability to integrate and interpret information to generate organisational intelligence, strategic insights and evidence-based recommendations for senior leaders
  • Demonstrated ability to evaluate and apply emerging technologies, artificial intelligence and contemporary analytical approaches to strengthen organisational intelligence, strategic service planning and decision making
  • Demonstrated experience leading strategic planning, service planning, organisational performance, integrated planning or management systems within a complex organisation
  • Sound strategic judgement, balancing organisational priorities, organisational risk, financial sustainability, community outcomes and long-term service direction
  • Qualifications, certifications or demonstrated experience in Lean, Systems Dynamics, Program or Service Evaluation, Business Process Management, ISO Management Systems, internal or lead auditor qualifications, business intelligence, data analytics, predictive analytics or artificial intelligence will be highly regarded.
